    There appears to be fraying on the woven sheathing around the pcie power cable, as it comes out on top of the mobo, can be seen in the 2nd and 3rd photo; it is worth closer inspection. Lights flashing on and straight off would suggest you now have a short circuit somewhere.

    WMP Classic comes as part of the CCCP codec pack, although they have changed the name to Media Player Classic; however having checked, there is no m2u creation option, at least not in recent versions. There are plenty of free m3u creation tools you could try, just search google.

    Check the task manager to see if a process is max'ing out one or more cpu cores, you might have an infection such as a coin miner. As it affects USB as well, try unplugging everything using USB as possible, and see if that stops the issue; it might be a usb device is developing a fault, or...
