UPDATE: So I just bought a new motherboard and new processor, and after installing new parts, my computer works perfectly fine. so it seems the problem lies on either CPU or motherboard. But I'm going to assume the CPU is the main problem.

So I have a broken PC, the PC is old and I want to fix it again after checking it. It seems like the main problem is the CPU. And if I tried looking for information on the internet it said it could be a problem that the voltage on the PSU wasn't being conveyed enough to the motherboard. Yes...

SOLVED i don't know how it solved didn't do anything about it... but just suddenly it solved and my computer didn't received electricity anymore from PSU after windows shutdown...
