i can't create a 220 GB partition because the unallocated space is split into two sections. if i create one 110GB partition then i can't create another one with the other free space for some reason

the cpu and gpu will use less than 250w combined, 450w will be plenty.

get the cheapest of the psus. don't bother buying the 240/250 it's a waste of money. save up and do both of the final steps at once.

the cpu and motherboards aren't compatible, the 860k uses the fm2+ socket the z 170e uses 1151. get a 1151 cpu instead of a fm2+ motherboard, the fm2+ platform offers no good cpus. the ram is ddr3 the motherboard only suppors ddr4. get the 1060 6gb instead of the 380x.

going over to a new platform will kill your budget (300+ for i5 and mobo) ugrade the gpu to a 1060, deal with the bottlenecks for now, and upgrade the mobo and cpu later. the bottlenecks won't be that bad.

everything is fine, the version of pcie doesn't keep them from being compatible.

the only thing i can think of is the cooler being broken, possibly clogged.
