Solution
the cpu and motherboards aren't compatible, the 860k uses the fm2+ socket the z 170e uses 1151.
get a 1151 cpu instead of a fm2+ motherboard, the fm2+ platform offers no good cpus.
the ram is ddr3 the motherboard only suppors ddr4.
get the 1060 6gb instead of the 380x.

Could you possibly make that easier to understand? I don't understand much computer lingo. I switched out the graphics card, and with the ram on a 1151 cpu would it be ddr4?
EDIT: I ended up fixing it. I hope. New setup:
GPU: EVGA GeForce GTX 1060 GAMING, ACX 2.0 (Single Fan), 6GB GDDR5 | Link: https://goo.gl/e9Gw0Z | Price: $250
CPU: Intel Core i5 6500 3.20 GHz Quad Core Skylake Desktop Processor | Link: https://goo.gl/wVvaMG | Price: $203

Motherboard: Gigabyte LGA1151 Intel H170 ATX DDR4 Motherboard | Link: https://goo.gl/qIiwOd | Price: $100

RAM: Kingston HyperX FURY Black 8GB Kit (2x4GB) 2133MHz DDR4 | Link: https://goo.gl/1XeJn4 | Price: $45

Cpus and motherboards must match. The 860k is an AMD cpu that requires a FM2+ motherboard. The Z170-E is an intel lga1151 motherboard that fits Intel skylake cpus. They are physically incompatible.

The ram also is for a laptop, not a desktop.

Your build comes to $1122. Some of the parts like the Evga 700 are not exactly quality either, so well overpriced for what they are..

There's 2 CD's used to install an editing software, so would I just create a .iso file and mount it on there (i have absolutely no idea how)or get a cd/dvd drive?

If you have a need for an optical drive, there's 2x choices. Change the case to something that can mount an optical, or get an external drive that can be unplugged and stuck in a drawer when not in use.
With OS, Steam and almost every new app being available as a digital download, many are not bothering with an optical drive at all, so there's many cases than can accept an optical, but don't have them, or cases like the S340 or H440 which don't even have room. Optical drives used to need performance, high read/write speeds etc, but most external drives are not, just need something to play a DVD or CD for a minute, then put away. Relatively cheap.

Thanks dude :) I'm with a GeForce 920M, and that's around a GT 730, so I'm completely fine with a GTX 960. How much of a difference is there though? If I know I might reconsider.

Significant. Comparing games, you'll be looking at a mostly ultra-high with the 1060 (closest comparable card would be the gtx970) to high-med with the 960 and maintain equitable fps. If you look at the game debate site, you'll see the 960 falls kinda short of recommended specs for many games, meaning its barely above minimum reqs for most, or in the case of titan-fall 2, dismally inadequate.

Heh, yeah, when Scepter work, they are pretty good, but their lifespan seems to be kinda short. The AOC is a step up, but you really can't expect miraculous performance from a $100 monitor. Personally I prefer BenQ or Asus monitors at 24" for 1080p, but those are $40 or more than current choice.
