Really sorry for the late reply, but I'm using diagnostic startup because svchost.exe jumps up to 100,000KB on normal startup. That means that I only have 10% RAM left. Also with that much memory used, my computer slows down to a crawl. Also, using normal startup makes the cpu jump around 30%...

Plus one for MostWantedSoulRider. You cannot expect a cpu to do nothing when you're playing an intense game! The internet sends many kilobytes of information per second and your poor cpu has to process all of them.
