Correction.. The cores sit mostly at 4.9 but with more occasional dips to 800Mhz or 1200Mhz.. It should be exactly inverted.. sitting on low frequencies with normal occasional peaks when Idle.. So the issue still exists although less pronounced..

AIO pump is not easily fixable.. If it is indeed the issue, you need a new cooler alltogether. If you have the chance, test first with an alternative cooler to check if the sound indeed comes from there.

By your description, if none of the fans where the issue, I initially though it could be coil whine. but in the video that does not sound like coil whine. My guess also goes to the pump.

What 8 pin are u talking about? Cpu power? In that case how can your pc boot perfectly? Without Cpu power your pc cannot boot.
