Is there a reason not to buy used cards? I assume because of the bitcoin mining frenzy a couple years back and even now. However I got my gtx 1060 used for 100 dollars and it has no issues that i can see and fulfills most of my needs.

My current pc is the elitedesk 800 g1 sff with a i5-4770, gt1030 4gb, base psu which is 240w, and 8gb ddr3 ram. The Optiplex 3020 will be a mini tower and has the same specs as the elitedesk except a 290w psu I believe. My best bet may just be to buy a psu and do a case swap.
A brand new build is not in my budget and I am fine with using a older sytem. So do you suggest I hold out and gather money to buy a new system instead of a prebuilt or case swap?
