All sorted. Turns out it was "AsusFanControlService" slowing down part of my pc, most likely it was conflicting with speedfan or something ? Couldn't uninstall the individual programme so uninstalled the complete AI suite. cheers for you help !

The problem is windows is slow sometimes after booting. The first 5-10seconds after my pc boots, it's fast, can open folders/programmes/file explorer fast. After that I run into problems; slow opening of files/creating new files, right click menu not working or slow on desktop and chrome...
