I asked the guys at Cooler master and they said that 7000-7400 RPM is perfectly normal and is the optimal pump RPM and it should be unlike other fans running at 100% all time and my CPU_Fan header seem to be doing that on its own. So I guess I am good to go? What do you think?

So I just installed a brand new cooler master nepton 280L dual cooler on my CPU and eveything is completely calm inside my case even when the panels are off. However, in the BIOS and using HWMonitor and Speedfan, the CPU Fan is 7000 RPM. How is that even possible? Is it a bug or what?

UPDATE: I tried a brand new HDD and installed windows to it and it successfully installed and completed all stages. on my old HDD, it completed the first stage then it restarted then it never booted. Does that mean that my HDD is dead?

Additional Information: When I try to navigate to the BOOT directory in the D drive where windows is installed, it says file path is not correct. HOWEVER, the Boot directory is in the C Drive (That is my system reserved) Does this have anything to do with my current problem?
