    PC will not shut down

Sorry pressed solution button by accident. Yes as if it has rebooted as my VPN software which runs on startup starts again. Quicker than a standard reboot

I used DBAN (http://www.dban.org/). Probably a bit OTT but did the job for me, be sure to give it around 24 hours.

    GTX 970 Fallout 4 - Stutter

At the end of the day your card is over a year old, its not the best card on the market. You have to accept as time passes games demand more and your system can't keep up. Your PC is operating as I would expect. In addition those auto-detections should be taken with a pinch of salt, you need to...

    Games Frame Rate question

Part of it will be that YouTube compresses videos to hell and back. What ever you see on YouTube is in no way a representation of the game hence the reason why it is harder for you to notice.

Is ebay safe for buying GPUs?

This card has a return policy so if it completely dead you can return it. Card will almost certainly been fine, I have never had any issues with Ebay. Card could be cheap as it could have been used for mining but I would go for it in this situation.

4GB + 8GB RAM (12GB) Good or bad? (Kingston together with Geil ??)

Depends if you want to take the risk! In 99% of cases ram is ram so personally I would go with Geil as it is cheaper but perhaps a slightly greater chance of something going wrong. 12gb is more than enough for gaming.

    GTX 970 Fallout 4 - Stutter

Few things I can suggest. Turning down the texture settings or opting for a less demanding form of AA would work but have obvious downsides. Alternatively look for the experimental divers from NVIDIA, GTA V had one on release and I would imagine Fallout 4 would get the same treatment.

    Monitor, frequency and FPS

V-Sync always makes it 60FPS if your PC can reach 60. Could look smoother as your used to 30FPS videos as 60 is being rolled out. Your CPU/GPU will act the same no matter the monitor. How their videos look depends on how they have exported the video they have recorded and the GPU & CPU

    Monitor, frequency and FPS

On a 60Hz monitor for all intents and purposes you can only see up to 60FPS, since that is most monitors V-Sync caps the FPS to 60 to prevent screen tearing which happens when the FPS the game is outputting doesn't match the monitor. Even when watching streams and videos if your moniter is 60HZ...

    Front audio mystery

When using the front headphone connector the lows/bass is non-existent but the highs are relatively normal, the mids sound underwater. The rear connector is fine, the connection inside the case is correct as the connector has worked perfectly previously, other front connectors are fine. I have...
