Not sure about Windows, but macOS has the option to write over everything 7 times for an extra secure-erase. I'm sure Windows or some third party app has that feature.
The 5600xt is an excellent card for gaming on ultra at 1080P. The CPU is a solid choice for gaming and streaming. I personally would've gone for the similarly priced Ryzen 5 3600, as it's 7nm technology, and the 6 cores are quite a bit more powerful than the 8 on the 2700x.
I'm almost 99% sure it would not. It's been almost 15 years since the CPU's of laptops were socketed. And your CPU would need to be Comet Lake architecture.
