I'm not sure why I ruled out my internet the other day either because I ran ping plotter on a few different websites and the ping never went higher than 60 I think but there was always 1-5ms of jitter which might be the problem

Changing the cpu affinity through epic games worked in the end but it didn't fix the stuttering sadly
