Its fixed now...in my case it was bad cpu fan pins...they got broken and loose when I took it off to apply thermal paste..so the pc refused to turn on. Changed the fan and now it works fine.

I will be installing a processor for the first time and since Intel sockets have an elevated boundary the fingers can't go all the way so it okay to drop the processor into the the socket where the fingers stop ALSO can the cpu be inserted at an angle like one side first just like closing a lid...
