Is My PC Worth The Cost

No, it's not; you should be able to build something even better for hundreds less. You don't need a fan controller. An SSD is useful if you want stuff to load quickly. I'm not current on my knowledge of monitors, so I decline to comment on that.

Can I change the CPU in the dell inspiron i3847?

What CPU do you have currently? Everything I'm seeing lists that model with a 4440 or better already.

    cpu temperature 67-68c under load

How is it staying that cool? Those temps are frozen given your setup. EDIT: It's clocked lower than the 4670, it makes sense now.

    i5 3570k(@ 4.2ghz) actually bottlenecks a high-end Gpu over 100 fps?

Unfortunately you'll never get to 120 Hz with that CPU, you'd need it overclocked higher than the multiplier allows. Even 6-core Intel needs all 12 thread and a hefty OC to achieve those framerates. This is from launch, and it's my understanding that things have improved a bit, but take a look...

    i7 3770 Bottleneck SLI 970?

Yes, 16GB is an even better solution. I really think that will do the trick since it seems that neither your CPU nor your GPU is being pushed to the limit.

    Corsair H60 water cooler

I always go with pushing air through the radiator out of the case. Actually I do push/pull, but always in exhaust.

    i7 3770 Bottleneck SLI 970?

Are you really running 3 DIMMs? If you pull the odd one out you should immediately see improved performance. BF4 is very RAM bandwidth intensive (note that they're running 2133 for that test. If you are using 3 DIMMs you're running at an effective 800(!); that could be the culprit right there...

    i7 3770 Bottleneck SLI 970?

There's a good possibility that you're experiencing some CPU bottlenecking. http://gamegpu.ru/images/remote/http--www.gamegpu.ru-images-stories-Test_GPU-Action-Battlefield_4-test-bf4_proz_2.jpg That chart shows CPU scaling at the time of release, so it's a bit outdated, but it's still more...

    I7 3770k stock 3.5 , stock volts, 37.5-38c idle?

High 50s aren't bad at all for your CPU under gaming load with your setup. What do you mean by stock volts? Do you mean auto in the BIOS? Or locked to the VID? Either way you're going to be running ~100mV too high, maybe 150 with a good chip. Download CPU-Z. Check what your voltage reads...

    Low fps, at every game

Your biggest problem is the video card, then the RAM. If you get a new GPU you'll instantly see double your framerate in every game even with settings cranked up. After that the increased RAM will smooth things out in higher-end games.

evga 970 sc, 970 ssc, or the ftw

I'd say your best bet is to get the cheapest 970 that has 4+ stars/eggs. If you're set on EVGA then I'd get the cheapest model and overclock it.

    Bottleneck with 970

anort3 is correct, the 6300 is likely to bottleneck the 970. It depends a lot on what you want to play though.
