Low fps, at every game

Hey guys iam new arround, found this site by looking for answers and dicided to give it a try..
On advance ill ask you guys to forgive my bad English.. :)

Ok my problem is, i siezed a good business to a new computer, and im playing the same games i had b4 (Skyrim, Dayz and Arma 3, some more but less important or/and demanding), and the performance is kinda the same, only diference is that i got to increase the graphics to a better stance... But the fps in all those games go arround 15... whit the weird exepcion of Skyrim that whit all those mods to increase beauty and immersion, (have more than 100mods instaled), i got arround 20/25fps. And even more weird, whit vanilla skyrim i also get 15fps everywhere :/

I have Win 8.1.. (i think this might be one of the biggest problems)
64bits
Intel core i5 4460S CPU@ 2.90ghz
Nvidia Geforce GT 620
4gb ram
and my resolution is 1360x768

Any clues? any upgrade i must do? (besside +4gb ram which are already intended..)
Is my new system that crappy?

Your biggest problem is the video card, then the RAM. If you get a new GPU you'll instantly see double your framerate in every game even with settings cranked up. After that the increased RAM will smooth things out in higher-end games.

So you think my "only" problem is the card? i already intend to get 8gb ram.. which card would you advice to me that fits in my 2003 budjet? tyvm man

Solution
Tyvm Cuecuemore :) i was getting mad here :) ill take your advice and get a new Vcard, ill lose my warranty but, whatever, i havent got a new "toy" to play just the same.. The similaritys are so many between this "rig" performance and my old one, that i was about to crash it against the wall :)
