    Your CPU is either too weak(bottlenecked), or your RAM is too slow, or you have only small space in the C: drive, or you didn't properly install the driver.

    Can I pair HD 7750 with AMD a4 4000 APU ?

    I would recomend to change the A4 to an A8-5600k so it won't cause any bottleneck, and switch the GPU to a Radeon HD 7770 for better performance.
