R9 390 crashing, black screen, red stripes, glitching

I would just return it right away, your PC was working before you put the new hardware in, it should also work after you put it in. If you want to try to make it work, you can downclock it by 100-200mhz(memory too) it and increase the voltage using the msi overclocking software, if it was fixed...

    i3 or g4560

I'd just get the Ryzen 3 1200, it is a little more expensive(30$ I think) but you can overclock it and get the performance in line with an i5 7400.

    Ryzen 5 1600 vs i5 6600k

Ryzen 5 1600 is similar to Intel's new 6 core i7 7800x in gaming (https://www.youtube.com/watch?v=UfNMn7RWgLw). So I would straight up go for the Ryzen. 6600k isn't a bad CPU either, it is just not as good as the Ryzen 5 because it only has 4 cores. It can make up for the lack of threads with...

safe settings for 5ghz on 7700k/270x

Looks good. Also, make sure your Motherboard isn't putting voltage spikes into the CPU. You can see it in Gigabyte tech../Voltage/CPU VCORE under load. That one doesn't need to be below 1.4 but make sure it doesn't spike to 1.6 or something.

    GTX 1070 and i5 7600k at 1440p w/ 144hz monitor

With 7600k the fps jumps up and down quite a bit, especially in the high range. Depending on how sensitive you are to fps changes I'd suggest stepping up to a 7700 non-k at least. I myself can't stand sudden changes in fps, I find a lower overall fps that is more stable much more enjoyable than...

Best cpu for asus dual gtx 1050ti 4gb?

Your choice of Graphics Card ( a great choice I must say) shows that you are after a budget build. Best budget CPU I can suggest for that GPU at the moment is Ryzen 3 1200. It is crazy cheap at about 100$ and will get you gaming at 60fps 1080p med to high settings which is what that graphics...

1070 or 1080 or 1080Ti if I upgrade after a year my CPU.

With that CPU, I wouldn't go for anything higher than a 1070. You might be able to see better average fps with a 1080, but your lows (0.1 and 1%) will be bottlenecked at around the level of a 1070, so you won't get a real benefit. That said, if the 1070 is still overpriced due to crypto minig...

Any GTX 1080ti benchmarks for 1080p?

There are some on TechSpot. https://www.techspot.com/review/1352-nvidia-geforce-gtx-1080-ti/page3.html It is the most powerful GPU anyway, so if it doesn't maintain 144+ on some of the games there is not much we can do about it. I'd suggest going SLI if you want the maximum fps possible. Locked...

    i7-7700k motherboard,cpu cooler?

That motherboard is fantastic, but you might want to upgrade it to MSI Z270 GAMING PRO with USB 3.1 Gen 2. It has twice the bandwidth of the 3.1 Gen 1(or UBS 3 as well call it). If you are overclocking, it would be a good idea to get a better cooler so you can push it to 4.8+ with a comfortable...

    Deterioration questions about hardware

Even if you keep your temperature in check, the higher voltage you apply speeds up the buildup of charge traps and wear out of the insulation between gates which will result in eventual failure of the chip. Chances are that you will eventually need higher voltage for the same frequency to stay...

    Is overclocked 1070 sc bottlenecked by 3.9 i5 4690k?

It will bottleneck in some games in 0.1% lows, and to a lesser extent in 1% lows. However, that is not something you would be able to fix for every game by overclocking , for example, even an overclocked i5 7600k has momentary drops to about 30fps in metro last light. Your bottleneck would be...
