    It's controlled by the Windows power settings (Turn off Hard Disks after n minutes). You save power if you have data drives that you don't always access data off, but you need to wait for them to spin up if you do need to access them. It's debatable whether stop/start cycles wear out a HDD...

    I had good results using the rear side fan as an exhaust. I connected them to my GPU fan headers too so they only activate when the GPU is on. I would put the second side fan to a dual front intake instead if you have the option.

    The CPU doesn't become unstable, the memory is obviously just not handling the new speed in combination with the CPU Leave XMP disabled, it won't give you much performance increase anyway.

    On a 1050 Ti I wouldn't bother. You are nothing close to being CPU limited in the majority of games. Use some kind of hardware monitor and play your games and check whether GPU or CPU usage is closest to 100% more of the time. I guarantee your GPU is going to be maxing out long before your CPU...

    Ram timings are more important across paired channels than across all memory, but generally if you have slower memory or slower timings on one kit, it will set all four to use the lower timing. Sometimes the same kit and same model may change timings over time, but if they are bought close...

    E8500 would be a good upgrade and only be a few bucks as they were used in a tonne of OEM PCs and there are a million on eBay. Especially if you can overclock it (it should do 3.8 at least easily). You might need new RAM though as overclocking on P5 platform requires increasing the bus speed...
