When I turn on my PC the GPU fan will pulse and won't 'kick start'. I tried turning on the PC while the GPU wasn't attached to the motherboard but had the other plug in it so power would run through it and the fan was fine.Not sure if it is the GPU or the motherboard that is malfunctioning...
