    Very strange problem, those specs should easily run those games at 1080p at ultra settings. Check the NVIDIA settings, make sure H1Z1 and GTA V are in "Prefer Max Performance" or something along those lines. And make sure other settings listed there seem normal.

    As DRagor said, that's definitely a dead video card. If possible try the card on somebody else's PC. If it doesn't work either, get a new GPU.
