Help with low performance

Hey all! Im doing this on behalf of my brother and have come for some advice since I dont seem to be able to solve this myself.

The issue is that he seems to be getting really bad fps on a few games whilst others seem to be fine. The games which have poor performance are, to my knowledge, GTA V and H1Z1. Whilst Overwatch and PUBG seem to be fine, so Im really quite confused.

Specs:
GPU - GTX 970
RAM - 16Gb
CPU - i7 4790k

So far I've tried uninstalling and reinstalling grahpic drivers, settings to the lowest possible on both games, cleaning out dust (for better temp) and thats mostly it.

I've speculated that it could be thermal paste or something similar, but the temps seem to be ok, roughly 50-60.

So if anyones got any other suggestions, Im up for offers.

Very strange problem, those specs should easily run those games at 1080p at ultra settings. Check the NVIDIA settings, make sure H1Z1 and GTA V are in "Prefer Max Performance" or something along those lines. And make sure other settings listed there seem normal.
Very hard to begin to address your question w/o knowing resolution and fps ... I'll guess 1080p

My bad. We're look in the teens for both games, at 1080p, GTAV roughly 14-18 and similar for H1
