So finally I fixed a few stuff. It was indeed extra voltage going into CPU, I manually reduced the voltage to 1.220, that's the minimum, it wont start at 1.200 for 4.6GHz. Increased RAM speed to 2666 MHz from 2400 at same 1.2012V. (Oh and I could overclock my monitor as well to 75 Hz :D ) So...

I have got a NZXT Noctis 450. The LEDs on the case is working, so the power cable is fine. Maybe something wrong with the PWM Fan controller which comes with it. I'm taking the whole stuff to the shop tomorrow, maybe I missed out something or maybe some component isn't working.
