I just completed putting in all components, when I turn it on, the lights goes on, but the case Fans aren't starting up and the first debug LED is constantly on.

Solution

I got it fixed today.

Dumb thing I did was, I didn't change the connection mode in the monitor, I'm so habituated using laptops I forget basic stuff all the times. So, it was actually starting, and was showing the initial boot screen with that "American megatrends" logo. One problem was with CPU fan header, the technician attached it in a different pin.
And for the case fans issue, I honestly don't know what the **** he did. He took almost 20-30 mins of scratching head but fixed it finally. I haven't taken the stuff back yet, will collect it tomorrow morning since I had to come to office, then I'll need to do the cable management and will see finally what actual thing that he did.
I was sure...

I'm getting the green LED ON, for the HDD I guess. I have a 850 EVO and a WD Blue.
Power cables are connected to both HDDs and the SATA cables too.

Yes, that's what. Right now I'm guessing maybe its the SMPS.
I have an Antec 750W 80 Plus Gold, non modular. One bunch has the PCIE/ATX cables which is working fine, I can see the graphics card turning on, and I can see the motherboard turning on as well as the AIO.
But the other bunch has the power for hard disks and CPU Fans. The fans aren't starting up, I think the case fans should start up the moment I turn on the system. But fans are not even moving, and then the hard disk.
But I wonder, how one bunch is working and other bunch isn't.

I tried disconnecting all the hard drives, gives the same green light ... I don't think it will even start without a hard drive

^yeah, sorry, that was a half baked suggestion from me, just a random "what if". (edit: apparently not lol)

This is bizarre. The green light may be misleading. And the case fans should definitely start up when you turn on the computer. Have a spare PSU to test just to be sure?

Power switch connections should be correct isn't it ? Other wise it wouldn't even start.
I have PLED+, PLED-, PWR SW in this order on the top line in that pins section.

I have got a NZXT Noctis 450. The LEDs on the case is working, so the power cable is fine. Maybe something wrong with the PWM Fan controller which comes with it.
I'm taking the whole stuff to the shop tomorrow, maybe I missed out something or maybe some component isn't working.

I was sure there is a problem with the pwm fan hub, but turned out it was just poor documentation in both the motherboard manual as well as NZXT's case manual.

Solution
And one more thing, I guess that green LED was on due to the fact that I haven't installed any OS yet, and it was stuck in the initial stage, that's why boot_led was on.
