Tbh, it doesn't even matter. Your monitor runs at 60hz AT MOST, and just because someone got better results than you doesn't mean you'll get the same results. different problems like the infamous "silicone Lottery", age, and cooling can also effect performance.

yes, your motherboard should support that gpu unless the pci lanes are dead

your fans should ramp up speed as they need, you shouldn't worry much unless you see the temps reaching dangerous highs

those people are most likely lying, the reason that you get those fluctuations between games is because they are much more demanding
