Yes monitor was plugged into video card but I took it out now I'm restarting everything like insternting only one stick of ram however thats not working either

Alright thank you so much i tried everything to fix my motherboard like take out the battery which i did twiche and i tryed short circuiting the cmos like 4 times.

They were all properly installed pcu was completely fine no problems there.
