Is corsairvs450 enough for my system?

Well I am not sure what price range is ? You will have to spend around 50-70$ for a decent PSU. http://www.newegg.com/Product/Product.aspx?Item=17-139-027 ( here is a decent unit )

Pc turned on for a second, then died

Before you go and mess with the CMOS battery, let us know if this is a new build or old build. I would not start with reseting the CMOS battery. I would Go from the PSU and work from there. Most likely with the information we have it is your PSU

Is corsairvs450 enough for my system?

I agree with Tiny Voices, that is not a very good PSU, I would buy somthing in the 600W power range.

Pc turned on for a second, then died

Make sure that all cables are tightly attached to the motherboard. If still having issues it could be your PSU. When did this start happening? and is this a new Build or have you been using for a while ?

    i7 4770 high tempratures

It is possible depending on how hold it is. I would apply the thermal paste first and go from there. But I would look into your warranty options if you can.

    i7 4770 high tempratures

Sounds good just double checking that the CPU tool was not an issue. I would reapply thermal paste and insure that your getting proper air flow inside the case. Then go from there.

    PC performs double shutdown

There has been many issues with windows 10 and power issues. I would see if you have a BIOS update. I wouldn't worry about your HDD to much your HDD is built to slow down and speed up. I would fix this issue though. I would Check for a BIOS update then go from there.

    Random Restarts from Power surges

Your PSU unit is supposed to automatically regulate output power. If it is failing too do this then it is most likely a issue with your PSU. You don't need to buy a smaller PSU. I would test your unit with a new PSU. It doesn't matter what your running on the computer unless your 750w is too...

    i7 4770 high tempratures

Yeah that is not normal at all too have that high of a temp. Unless the stock CPU fan is malfunctioning it is most likely something to do with the CPU. Make sure that you have thermal paste applied. Are you sure it's not on farhinenet setting ?

Pc switches off randomly and with out warning.

I would test with another PSU, if you do not have a spar I would buy one and test it with that, and return if needed. If not I would test complete a BIOS update ( link on how to update BIOS ) http://www.7tutorials.com/how-update-bios-your-computers-motherboard-5-steps

Help: Upgrading 6gb to 8gb RAM

"The best thing to do is to buy a new 2x4GB RAM kit. Mixing RAM sticks is not always a good idea. But if you're going from 6 GB, then if budget is not much of a concern, then you can get 16 GB (2x8 GB) RAM for a much better upgrade. DDR3 RAM is cheap these days." Agreed depending on your budget...

Pc switches off randomly and with out warning.

Just Because it turns right back on does not mean that your PSU is not failing. It could also be a issue with your motherboard as well but less likely . I would test the unit with a new PSU to insure that it is not your current PSU. Link your SPECS to give a better idea what else could be going...
