    It's a fairly linear relationship. If OCclock/stockClock > 216/192 then yes it's more potent. However, since the difference is a little over 12% that means you'll need to OC a 192 by like 12% to see identical performance. You'd only have to OC 10% on the core 216 to exceed a 20% OC on a 192.

    Probably not. They'll need to know what motherboard, & power supply you have. However, more than likely everything we said to the other guy will apply to you as well. At a minimum you'll need a card + 1.25gb of ram but we won't know what type of ram or card without the mobo/psu.

    How much power is too much power

    850w is plenty, just needs 40a preferably 48a on the 12v rail. It's best to aim for a PSU that keeps you at 60-80% of its max sustained output due to efficiency. On some 1kw models if you end up using like 1/3 of the total wattage the efficiency of the PSU will drop and you'll waste money.
