Try updating it, see if it works. I always keep everything updated. If it doesn't work, return the card, take all the AMD drivers off your pc and buy a 1060 :)

Yeah unless you changed out all your cables when you tried the new PSU, it probably wouldn't have worked. Try changing all the cables out with the cables that came with the other PSU before you try it again.

I know this sounds like a pain.. but you could always reset windows. Its under settings/update and security/recovery. If you just do a reset, you can choose to reinstall windows and keep your files. I did this to my Razer laptop that had all kinds of problems and its been working great since then.

You could always try returning everything to factor speeds and see if it happens then? If it doesn't crash maybe then turn one item back at a time and see how it does?

Well what resolution will you being playing at? That is what will really decide on what card to get. And if you're mostly going to be gaming, perhaps consider the 7600k to save a few bucks or put towards a better GPU? It will be able to game no problem and would pair nicely with a 1070 or 1080...
