Which case is it? As others have suggested, you need more case fans. You may be able to add a couple to your case, or if you have no mounting points you may need to move over to a new case.

That doesn't look like rust (or any metal oxide I've seen) - like you said, the shade is off. Was there a screw in that hole to the left of the screw in the picture? If not then I am almost certian that isn't rust - the only metal there (if there's not a screw) would be the hard drive's body...
