Update - After using a file manager, I have managed to install the GPU drivers but the issue of not being able to install games on Steam is still there

- Update 2 - Doing all Windows updates also hasn't fixed any issues. ISSUE FIXED WHEN DOWNGRADING TO WINDOWS 7

I know it is a stupid question but I just need some quick confirmation. I need to reinstall Windows on C drive but I don't know if it'll affect my 3 other HDDs/SSD. I am backing everything (I can't afford to lose) up on OneDrive but this is honestly so long to wait... Thanks!
