I'm pretty sure it's from the GPU, the buzz it makes is very distinctive, and sounds very similar to some videos about coil whine on Youtube. Ohhh my bad, forgot to mention the GPU model. It's an ASUS TUF 4070ti (non-OC edition).

I've used Coolermaster website to do the calculations, which gave me around 700W, but they don't have an option to choose a CPU cooler And from what I've seen on Amazon, DeepCool Assassin 4 will have a TDP up to 280W

Thanks for the reply!! I actually tried to put the Motherboard on Performance mode, and it worked, no more core dips while gaming. For my surprise even with the Intel Speed Step and C-State disable my CPU would downclock on low usage. Maybe something is bugged? Power plan still on balanced
