Update: I tested my build with my old graphics card and it booted without issue every time. I even swapped out PSU cables from each plug of the new GPU's adapter to test each power cable - all was good. It looks like I hit the GPU lottery with two bad ones in a row.

I'm going to test with my old GPU to see if it is in fact the card. Can't believe I didn't think to do that before. Will update with results shortly.

Are there any other suggestions? I tested different PSU cables in different ports to no avail.

I have more PCI PSU cables, so I'll definitely give it a shot. I only tested using 3 of the ....4 or 5 PSU cables that came with the PSU. I'm going to edit the original comment to detail which PSU PCI ports I'm using on the PSU.
