    You need a dedicated GPU to run GTA IV, i don't think you can get a playble framerate with that integrated chip.

    You don't get better framerate with a more powerful CPU, except if your CPU are bottle-necking your videocard. For CS:GO you need a really old CPU to bottle-neck it.

    by "VGA splitter" you mean one of these: http://i.ebayimg.com/images/i/330326476576-0-1/s-l1000.jpg If so you will get the same image on both screen, no way to have two screen on one video output.

    You can't SLI/crossfire different model videocard, let alone different brand (no, DX12 is not yet viable solution) Anyway 970 vs 8490 is like comparing a ferrari to bicycle, you wouldn't get any benefit adding the 8490, even if it was possible.

    Don't worry, Windows 10 does it automatically, win 7 wasn't designed to behave differently with ssd. I wrote you how to do it in my second post, disable it from the ssd and let windows manage the size on the hdd.(you'll need to restart to make it happen)

    From the screen it seems you still have the pagefile.sys on the ssd, move it to the hdd will grant you other 16 GB

    You can also disable System restore or at least set it to the minimum (1%, 600MB in your case) Windows 10 moves automatically the pagefile.sys to the HDD if the SSD is less than 128GB (at least it did so on my system and my friend's one) You can move yours to the HDD from System>Change...

If you have a wireless card, go to Device manager, expand network adapters and right click your wireless card Properties.
