I'm so freaking stupid. I've been beating my head about this the whole day long. There was a setting on GTA V, Vsync, which was set to "Half". Disabling it made it run on average of 55fps, the lowest going to 25fps. I won't delete the thread, just in case someone falls for the same trap as I did.
