    so when you plug your laptop into the port the PC uses you are also getting 100mb? If not and you get 1000mb sounds like a duplex mismatch then set your PC to 1gb full duplex

    Why two routers you can run two ssid's and more on one of the routers? How are the routers connected to the network, are both routers connected to the modem? or have you connected the routers in a daisy chain?

    Looks like your router is causing the problem, how many devices are connected? I wouldn't worry about the one that is giving you no response its not allowing icmp packets
