You can use MSI afterburner for GPU usage.

When you are playing a game like that go in Task Manager and tell us if the CPU or GPU are maxing or very high.

The 390 has started lagging in a lot of high end games on other peoples build. AMD man, from what I have heard they are not reliable in most instances. I doubt that is the problem but, an idea.
