I am not using the integrated graphics, infact i have a dedicated graphic card which has its own dedicated video memory?

So, installed Windows 7 64bit to get the full 4gb of memory, in system information it says that 4gb installed but only 3.89gb memory is usable? why not full 4gb?

After powering on my pc fans spins, light glow for 2-3 seconds but nothing comes on the screen. I have tried mannualy reseting bios but nothing working. Monitor light blinking and nothing comes on monitor. Please guys help me what is wrong?
