I hate to sound rude but maybe you are not reading or understanding the part where I said this just started happening. No settings change. No drivers change. No OS change.

Nah it's not in-game settings. All my settings are the same as they were a month ago when this wasn't happening.

It's a Sapphire 7950 the 3l model, think it's a couple years old. (just checked Newegg, I ordered it on 4/5/2013) Do you think this is hardware or software issue?

Yeah it does that in Balanced or similar power saving modes. But when you have High Performance mode enabled the processor is not supposed to ever throttle down.

My pc is windows 7 x64 just reformatted and did a fresh reinstall a month ago things had been working fine, today I noticed some weirdness with my framerate in games, I alt-tab and notice my CPU keeps changing from 4ghz to 1.6ghz, it just keeps going back and forth...

I do also notice that when running Unigine benchmark, whereas before GPU was hitting 99-100%, with multiple HDD attached my GPU is only hitting 95-97%, which indicates there might be an additional load on the CPU

I agree, I think it is my SATA controller as a HDD shouldn't impact a benchmark that isn't accessing the HDD. Something about having multiple drives on the controller is causing a CPU load or something. I have a intel I5 2500k so my CPU is plenty strong.

Hey guys, I have my Catalyst set to +20 and my Sapphire 7950 still throttles down to 850mhz during Far Cry 3, even though temps still show 58-59c Does anybody know why that could be? I am only running Catalyst and no additional overclocking software, so there shouldn't be any conflicts.

Those boxes are already checked.
