Oh don’t worry about ideal Temp. If you want is down. Increasing fan speed will do that. Think about it, fan running little bit faster would make your cpu run little less hotter. My solution for my own i7 5820K.

SMPS/PSU Needs to be upgraded. It’s been 6 years might have lost a lot of capacity. 4K is too much. But you should be getting 40-50 FPS levels. Maybe more. That I am not sure about. Use some GPU monitor to see if your gpu is even touching 100 percent. I think PSU need to be changed.
