A 970 clocked at 1400+ will run all games on ultra 35 fps+ and most games 50fps +. Obviously some games that are cpu intensive and some that don't take advantage of multithreads will lag, but that's inevitable.

It almost sounds like your card is at an unstable clock. The drivers should restart automatically if that happens, however. Try lowering the GPU clock.

Recently I've been basically unable to launch any programs on my USB 3.0 WD Elements external harddrive while I'm writing files (downloading at anywhere from 3 - 15 mb/s) to the drive. Anything I try to launch would do so extremely slowly, and games would pretty much not function...
