Simple enough question. When I use a website like https://www.speedtest.net/ I get results saying my download speeds are around 800mbps, which is about 100mBps, yet when I actually download things, no matter what site or app they're from, I get speeds around 10mBps, Even if I have everything...

After some further Googling and whatnot, I found out the the problem seems to be this Kernel Power error 41 or whatever, and I've tried a few things that the first results tell me to do to fix it (such as turning off fast startup) but it hasn't worked yet. Do you guys have any ideas?
