This was actually a devious little issue. My daughter accidently cleared the Bios on the MB while she swapping out the CPU. Who'd have thunk that?!?

Brand new i5 9400F. CPU bottom is unmarred. All connections checked. Everything is right, just no video. RMAing processor just in case.

Depends on the OS. Win 10 allows for up to 2TB of ram to be addressed on all variants except home premium, which allows 128GB. You should have no issues.
