Mobo was replaced with a new one (exact same model) I will order a psu since I don't have access to a spare one. Since I haven't been able to get into windows I let the PC run in BIOS for 10 mins and the CPU temp was at around 34 C.

I tried with the PC300 (new) on different ports and had the same result. Should I disconnect the pc300 and try with the broken BX500?

the broken BX500 or the working Hard drives? The broken BX500 is 2.5. I will try with a different port but the mobo was replaced and the problems persisted so it shouldn't be that.

From what I can logically conclude it might have been some sort of virus, but I am not really sure.

So, I cannot use windows all that I can see is the loading dots and then a restart. I have only the new hard drive connected. could it have something to do with the formatting of the Hard drive?

Currently I have the components outside the case. I tried again It didn't change anything. The weird thing is that it isn't completely shutting off when restarting. The cpu/gpu fans are always spinning throughout the restart cycle and the mobo lights are on. Could it be a faulty PSU?

UPDATE: I got a new pair of RAM sticks, attempted the process again and nothing changed, I got to the point of selecting drives until it decided to reboot again.

Hey, mdd1963, Thanks for the suggestion! The RAM has been running at 2133 Mhz during this whole ordeal in BIOS. I have tested each one of the sticks and the issues persist.
