gpus can go around 80 degrees C especially amd ones , and as your living in india your temps seem normal not a defective card , i suggest you try to water cool it or try getting a better case wih better airflow. heres a quick vid explaining cpu and gpu temps for reference...

have you tried reinstalling the stock cooler a seeing if that works? you can also check the pins and see if they are bent , it could also be that the screws are to tight , hopefully its that :)
