I am confident this will work, I got that same messege when I made my set up on their site with an MSI 970 Motherboard. No issues with it here.

Just to make sure, you did turn on the power supply switch behind the tower, correct?

UPDATE: I just installed and played Rainbow 6 seige and it runs perfectly at 60fps. The issue is clearly that of Fallout 4. Given so many others have issues with it's optimisation, I will just wait for an answer to emerge. It just bothers me given people with similar set-ups are able to run it...
