I think 1.45V is the Max Voltage recommended by AMD (I may be wrong). If you have everything set to Auto in the BIOS, you will need to manually lower the voltages there. Temps look good though, but I am not sure if those numbers reflect if the CPU is under heavy load or idle.

Try removing one RAM stick to see if that helps. I doubt it's bad RAM , but might want to test with 8GB just in case.

How long has it been happening? Maybe Windows is installing updates? My computer does this when it's either downloading updates or installing them, and then goes away after it's done. Definitely run a virus/malware scan and see if it detects anything.
