Id reccomend you do mini display to hdmi on the tv if you can though. I'm assuming if its a tv that can do VGA, it can also do HDMI.

Unless you have the new Xbox which can do 4K. Just video playback (netflix and blurays), dont expect gaming in 4K till the Scorpio coming next year.

If your TV can do HDMI, you're better off getting Mini Display Port to HDMI, that way you can also output audio to the TV.

Any 1080p 60Hz monitor with a HDMI port will do. Its best if it has a built in headphone jack on the monitor so that you can output the audio.
