I would say GPU aswell, but, some games coming out these days require a minimum of a quad core, I think an i3 is only a dual core, if I'm right then the games you plan on playing should dictate your purchase.

I would go for the IPS, you won't notice 1-2ms difference, and 144hz is useless on a system that can't achieve that frame rate.

I'm not sure laptop varients of cards are compatible with dual graphics, has you checked to see if the AMD A8 6410 can do dual graphics with that exact card?
