The PSU should be fine with that CPU and the extra ram but i would upgrade it if your planning on buying an i5 3570k. I would also check first if the Dell inspiron will support that CPU. At the very least buying an unlocked CPU for overclocking is probably not a good idea as the Dell computers...

As for running virtual Windows you will need a pretty powerful system to run 2 games at the same time. I am not even sure if it is possible but i have never looked into it.

I don't know about Borderlands but Skyrim favors intel CPU's and i think it only uses 2 cores. If you google Skyrim use more than 2 cores you should find a mod. Try that and see if it improves your situation. Occasional dips in frame rates isn't uncommon so what's your average frame rate?
