FOUND IT! It was Msi Afterburner and/or RTSS, not my overclock, the software. Uninstalling them has fix my problems! Will look into in more later on. Any ideas to exactly why? I suspect a DX12 and/or Vulkan bug.

I'll start by saying the new problem was solved by disabling SAM (a package required by some add on airports for animations) I'll have to reinstall it and have it initialize with java. Just checked, yes it only happens after a system restart, shutdown, sleep, hibernate, etc. Anything like that...

This is probably normal. When I sleep, hibernate or shut down when my cpu or gpu is warm after gaming my fan speeds up a bit at the final stage of turning off, the hotter it is the faster it goes but it then turns of when the pc is unlike the other threads. Again this is probably normal.
